
Interagency acquisition is big business with over 40% of total federal obligations spent through interagency contract vehicles. IVAN is a web based solution that manages the entire process from both the buyer and seller perspectives and helps agencies avoid Anti-deficiency Act violations.
Federal agencies use IVAN to create or post intragovernmental transactions for viewing and acceptance by servicing agencies. Requesting and servicing agencies can view both the content and status of an order throughout the entire lifecycle.
IVAN is a centralized repository where both requesting and servicing agencies have real-time access to order information and supporting documentation. This centralized approach provides the ability for agencies to perform strategic spend analysis. IVAN also offers standard reporting such as the trading partner report as well as built-in ad hoc querying capabilities.
IVAN is currently operational within the Department of Defense but could easily manage the activity between federal civilian and intelligence agencies as well.
IVAN is built upon a SOA compliant architecture and comes fully loaded with the standard web services and APIs allowing it to integrate with other internal/legacy systems. IVAN's built-in security features have met or exceeded the security requirements of all the agencies where it has been implemented, including passing rigorous federal agency certification and accreditation (C&A) tests.
