Planning & Tracking Capability
  • Provides the ability to define and track agency strategic goals and objectives at a high level.
  • Permits the association of individual procurement actions to agency goals.
  • Ability to calculate the date by which a requisition package should be received by procurement in order to meet the planned award and/or deliverable date.
  • Provides the ability to identify procurement actions as "mission critical" and track them on a "watch list" to ensure that they start on time.
Advance Procurement Plan (APP)
  • Advance Procurement Plans can be maintained for budgeting and reporting purposes.
  • Supporting documents can be attached to Advance Procurement Plans.
  • Requisitions can be created from and linked to Advance Procurement Plans.
Requisitions
  • Offers multiple requisition types including an EZ Req (minimal data entry requirements), standard requisition, interview style requisition (can be customized to meet an agency/sites needs), requisition for modifications, requisition for delivery orders as well as zero dollar requisitions (i.e., requisitions not associated with funding).
  • Requisitions can be suspended at the line item level, or canceled at the document level (i.e., includes all line items ) or by line item (i.e., only selected line items).
  • Ability to suggest vendors.
  • Offers templates of required attachments, supporting documents and milestone plans.
  • Tracks all procurement actions resulting from any given requisition (e.g., solicitations, awards).
  • As awards are made for requisition line items, the remaining committed amount (i.e., the total committed amount less the amount obligated) is automatically calculated by the system.
Solicitations
  • Supports Requests for Quotes, Requests for Proposals, Invitations for Bids and oral quotations.
  • Source lists can be created and maintained.
  • The vendor database can be rotated in accordance with the FAR.
  • The source list can be updated as bids and proposals are received.
  • Vendors in the source list do not have to reside in the agency's vendor database.
  • Amendments are automatically linked to the originating solicitation.
  • Line items from multiple requisitions can be consolidated into a single solicitation, multiple solicitations can be created from a single requisition, or solicitations can be created without a corresponding requisition.
  • Users can back-associate a solicitation to a requisition (i.e., link a solicitation to a requisition that was created after the solicitation process was initiated).
  • Changes made in the solicitation do not affect data in the associated requisition (e.g., the addition of line items).
  • Vendor bids can be received electronically or recorded manually.
  • A received date/time stamp is recorded with each bid received.
  • Electronic supporting information and attachments received from the vendor can be stored with the bid.
  • Ability to record warranties and discounts proposed by vendors.
  • Provides the ability to request, evaluate and track bid samples.
  • Ability to input, track and evaluate bids for unsolicited line items or alternate bid items, as well as no-bid responses.
  • Accommodates and maintains records for more than one round of bidding to support proposal revisions and negotiations.
  • Formats and electronically submits synopsis and solicitation to FedBizOpps for posting.
  • Tracks information pertaining to Bidder's Conferences.
Best Value Source Selection
  • Supports cost proposal evaluation by automatically identifying the best overall offer and the best price by line item.
  • Automatically calculates the difference of awarding all line items to the single best bidder versus issuing multiple awards.
  • Provides the ability to generate a bid abstract.
  • Fully supports the proposal evaluation processing including the ability to create an unlimited number of scorecards, define scoring methodology, and perform cost analysis with and without HUBZone and Small Disadvantaged Business preference considerations.
  • Scorecards can be used to represent proposal evaluation panels (e.g., technical, past performance).
  • Individual evaluators can be assigned to each proposal evaluation panel (e.g., Technical Evaluation Panel).
  • Provides the ability to define an unlimited number of evaluation factors.
  • All evaluation factors and scorecards can be assigned a "weight" and/or "color" .
  • Ability to define and track Go/No Go criteria.
  • Evaluators are notified of assignments through the online task list and kept up to date with activity through automated notifications.
