As part and parcel of every award, Government contractors accept and work in accordance with Federal Acquisition Regulations (FAR) clauses. If there is a subcontractor on the contract, the prime contractor “flows down” the applicable FAR clauses to the subcontractor. The current trend is for prime contractors to buy ever increasing amounts of goods and services on behalf of their Federal clients, and as the Government effectively out-sources more and more of the acquisition management function, larger amounts of Federal money are being passed through to prime contractors and subcontractors.
